The Federal Capital Territory (FCT) Minister, Nyesom Wike, has revoked the land allocations of several prominent Nigerians, including governors, senators, and other political figures, for failing to pay their Certificate of Occupancy (C-of-O) bills.

Governors Diri Douye of Bayelsa, Hope Uzodimma of Imo, Senate Leader Opeyemi Bamidele, and PDP National Secretary Senator Samuel Anyanwu are among the 568 affected allottees in Maitama II, Cadastral Zone A10, Abuja.

According to Lere Olayinka, the minister’s media aide, the decision follows the expiration of an extended grace period granted to defaulters. Initially, 3,273 allottees were given two weeks in October 2024 to settle their bills, out of which 2,511 complied. An additional grace period saw only 194 of the remaining 762 settle their dues, leaving 568 allocations subject to revocation.

Other notable individuals affected include former Enugu State Governor Chimaroke Nnamani, Senate Minority Leader Abba Moro, NiDCOM Chairperson Hon. Abike Dabiri-Erewa, and federal lawmaker Hon. Oluwole Oke.

A notice issued by the Federal Capital Territory Administration (FCTA) cited Section 28 of the Land Use Act of 1978 as the legal basis for withdrawing the Right of Occupancy (R-of-O). The Act obligates landholders to comply with payment terms as part of their grant conditions.

The notice clarified that allottees who had completed payments by January 15, 2025, remain unaffected by the revocation.

The statement reads:

“The Federal Capital Territory Administration, FCTA wishes to inform the allottee(s)/ title holder(s) of plot(s) of land in Maitama II, Cadastral Zone A10, Abuja who have failed to make payment for their Certificate of Occupancy (C-of-O) bills after the expiration of grace period granted by the Honourable Minister, Federal Capital Territory that their Right of Occupancy to the land/property have been withdrawn, pursuant to the provisions of Section 28 of the Land Use Act of 1978 for contravention of the terms of grant which obligated the title/interest holders to settle all bills.

“The general public is, however, invited to note that allottees/title holders who have completed their payments on or before 15/01/2025 are not affected by this publication.”
