Overview

African Export-Import Bank (Afreximbank) has announced the commencement of its African Medical Centre of Excellence (AMCE) project in Abuja, Nigeria. It will provide world-class care to both low and high-income patient groups across the continent. The AMCE in Partnership with King’s College Hospital London will be located in Abuja, which is a hub for travel in Nigeria and West Africa, enabling it to attract patients across the region.

The African Medical Centre of Excellence will be implemented in four phases over six-year period, starting with a 170-bed specialist hospital before expanding to a 500-bed facility. The center will have the potential to provide services to over 200,000 patients in Nigeria and a further 150,000 patients from neighboring West African countries within its first five years of operation.

The clinical areas the center will specialize in Cardiology, Haematology and Oncology. A range of businesses providing relevant health support will support this facility and provide commercial services to its patients and staff, thus creating a healthcare ecosystem sustainably designed to deliver long-term value to its community and region.

This is an outstanding initiative and creates a unique opportunity to be involved in the opening chapter of this exciting project that is set to make a decisive impact on non-communicable disease care across Nigeria and West Africa. The AMCE will benefit millions of people in Abuja and over the wider regions of West Africa. Job Summary

  • As the Mechanical Manager the placeholder will be responsible for supervising the mechanical unit and lead the team in the management, maintenance, repair and installation of mechanical equipment to achieve the operational requirements of the relevant international and local standards as well as provide utmost customer satisfactions.
  • Strong project management, team leadership, and mechanical engineering backgrounds are requirements for the perfect applicant. You will be in charge of managing the creation, development, and application of mechanical systems and products in your capacity as a manager of the department to guarantee that projects are finished on schedule, within budget, and to the highest levels of quality, you will collaborate closely with various departments.
  • In this position, you will oversee a group of engineers, offer technical direction, and make sure that all engineering operations adhere to rules and specifications set forth by the industry. In order to increase productivity and efficiency, you will also be in charge of creating and executing engineering processes and procedures.

Reporting & Accountable to: Director of Estates and Facilities

Key Working Relationships:

Responsibilities 

Leadership: 

  • Responsible for the overall management of all technical activities of the mechanical section with responsibility for the Operation and maintenance of the Water System, Sewage Treatment Plant, Incinerator, Ventilation and Air conditioning, Medical Gases System, Laundry and Kitchen Equipment, Cold rooms, Lifts, Fire System, Sterilization Equipment and Medical Furniture
  • Ensure compliance of the section’s activities with ISO standards and local regulations
  • Plan and design modifications and upgrades to cater for existing capacity demands and projected future requirements
  • Issue and monitor the delivery of works orders (Works orders to contractors to carry out maintenance works etc)

Strategic Development:

  • Prepare Sectional Monthly Reports and implement sectional budget
  • Coordinate quantity estimates by obtaining and analyzing data on material costs to reduce costs and increase production
  • Conduct quality check of all documents and reports, verifying accuracy of data, information, and calculations
  • Plan the scoping of spares in conjunction with the procurement section and liaises to ensure adherence to minimum stock levels.
  • Assisting in Project Planning & Implementation
  • Develop performance metrics for service contractors and subordinates
  • Carry out overall supervision of all installation works-electromechanical systems/equipment
  • Monitor and ensure effective supply and distribution of power across the Hospital
  • Undertake routine Inspection of all Mechanical installations (Mechanical Panels, Transformers Generating Sets, Lighting, Car Park & Street Lighting)
  • Monitor and Supervise Maintenance Contracts
  • Issue works orders and monitor related works (Works orders to contractors to carry out maintenance works etc)
  • Prepare Sectional Monthly Reports

Governance:

  • To ensure that all Mechanical operations comply with the statutory regulations that are in place
  • Ensure compliance of subordinates to departmental policies, procedures, and manuals
  • Equipment operated on breach of set regulations
  • Accidents caused due to breach in set standards
  • Number of sanctions on quality of Mechanical facilities

Other Duties:

  • Monitor the availability of all electromechanical facilities to always ensure operational efficiencies
  • Manages the maintenance, operation and repair works on the following
    • Lifts
    • Water and Fire System
    • Cool Storage Rooms, Ventilation and Air-conditioning systems
    • Sewage treatment plant and Incinerator
    • Automatic doors
  • Preparation of Technical Specifications, Testing and commissioning of Electromechanical equipment
  • Ensure compliance of subordinates to departmental policies, procedures, and manuals

Equality and Diversity:

  • Act as lead for Equality & Diversity in the Mechanical department to ensure the development and effective implementation of a strategy, set of policies, procedures and monitoring and control systems are in place

Personal and Staff Development:

  • Work with HR to undertake recruitment, retention, performance management and development of staff in the team
  • Work with the Recruitment Manager to establish connections with appropriate local, international and online communities to nurture a pipeline of talent to support the growth of the company
  • Responsible for development of high potential employees, providing a structured approach to mentoring and developing critical talent at all levels of management

Communications And Working Relationships:

  • Ability to interpret data and translate it towards the stakeholders and wider teams
  • Assist the projects department in the review of designs (i.e. drawings and technical specifications) prepared by consultants and/or contractors
  • Carry out supervision/monitoring of installation works to ensure that works are carried out according to good workmanship and specifications
  •  Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new Mechanical implementations
  • Establish credibility throughout the organisation and set an example as a proactive senior leader and change agent who earns respect by demonstrating a sound understanding of Mechanical objectives and goals
  • Collaborate with the senior members to determine short and long term needs of the Mechanical department

Line Management:

  • Develop and maintain the department with the appropriate mix of business knowledge and technical skills required to achieve strategic objectives and ensure the core functions are reliable, stable and efficient
  • Provide strong leadership to develop, coach and ensure a high-performing team
  • Establish the department goals, objectives and operating procedures

Organizational Responsibilities:

  • Work with the senior management team to horizon scan for new technology or sector-related improvements
  • Provide solutions and services to the business that retain and increase a competitive advantage within the sector

Confidentiality:

  • The post holder must be aware that Confidential Information and data to which the post holder will have knowledge and access to in the course of their employment with the AMCE is to be kept confidential, and this confidentiality is a condition of employment. The duty to maintain confidentiality continues even when the post holder is no longer employed.
  • This information is not to be shared with anyone outside of the AMCE under any circumstances, except to the extent necessary to fulfil any duties and responsibilities required within the role. Furthermore, upon termination with the AMCE Abuja, the post holder will return to the AMCE all confidential information held.

General:

  • The post holder has a general duty of care for their own health, safety and well-being and that of work colleagues, visitors and patients within the hospital, in addition to any specific risk management or clinical governance accountabilities associated with this post.

Qualification

Essential

  • Minimum of first degree in Mechanical Engineering or any related course
  • Recent continuation of professional development

Desirable

  • Master’s qualification in a related field is desirable
  • Education/qualifications/certifications, experience and expertise for these roles will cut across different countries or regions
  • Working knowledge of power substation systems, CMMS, BMS
  • Understanding and experience with advancements, cutting edge technology in respective discipline
  • Breakdown education, and certification requirements that would provide Kings Commercial Services with an adequate understanding of the level and depth of experience required

Experience

  • Minimum of 10 years’ experience in the installation, modification or modernization, and maintenance of mechanical installations in a similar institution , including management/ supervisory experience with 5 years’ experience in a managerial role
  • Proven experience in Mechanical leadership with a track record of achieving exceptional results
  • Confident communicator that is able to articulate their findings in a clear and concise manner
  • The ability to work independently as well as lead a team
  • Experience developing Mechanical processes, strategies and activities
