MSNL provides stevedoring, vessel and offshore supply, vessel management, crewing and manning of vessels and offshore installations, non-oil products exportation and consulting, and marine inspectorate services.

Job Purpose

To maintain harmonious employee relationships amongst the Offshore, Shipboard and Shore personnel by liaising with the Operations Manager, Manning and Assessment Agencies, appropriate Unions and Employers Associations, Regulatory bodies and in consultation with Management to ensure continuous availability of onshore, shipboard and offshore personnel for service.

Role Description

We are seeking a highly organized and detail-oriented Admin Officer / Document Controller to join our growing team. In this role, you will be responsible for providing a variety of administrative and document control support, ensuring the smooth operation of the department.

Responsibilities:

  • Monitor the provision of personnel supply services for all oil platforms and participate in the negotiation and or collective bargaining process of the ratings with relevant authorities.
  • Initiate the review of shore based, offshore and shipboard Conditions of Service periodically in line with the current realities emergent from International survey of Conditions of Service.
  • Assist in the development of guidelines and procedures and equitable application of same for the management of Regions’ personnel rights and obligations of the various International Labor Organization Laws, Offshore Crew Agreements, Memoranda of Understanding, and Training Agreements.
  • Coordinate Company representation at social functions, home and hospital welfare visits and follow up on welfare issues for personnel and facilitate contact between staffs away on assignments and their respective families.
  • Assist in promoting harmonious relationships between the Company and the Industrial unions, NIMASA, NPA, NUPRC, ITF, ILO, MWUN and ensure Personnel and Company’s representation with appropriate unions/bodies.
  • Assist in evaluating the performance of personnel, investigate issue/prepare disciplinary/grievances case files for senior management approval and implement decision for improved performances
  • Coordinate with operations team to respond to issues/concern raised by personnel with a view to creating a harmonious working environment.
  • Enquire into and gather Industry/Market intelligence on Oil and Gas/Shipping/Maritime matters globally and recommend mitigating measures for coping with changes to Management consideration.
  • Advice offshore staff of Home News, Mail broadcasts and Fleet Circulars and act generally as communication focal person for them

  • Provide general administrative support to the team.
  • Maintain the confidentiality of all company information.
  • Stay up-to-date on company policies and procedures.
  • Prioritize and manage multiple tasks effectively.
  • Work independently and as part of a team.

Qualifications:

  • BSc in Management, Business Administration and or HRM. Masters will be an added advantage but not necessary.
  • Minimum of 3-5 years experience in an HR and Administrative role.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Teams, Zoom, etc.
  • Excellent people, organizational and time management skills.
  • Strong attention to detail and accuracy.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • CIPM designation is an added advantage
