The National Population Commission (NPC) has reaffirmed its position as the sole government agency constitutionally empowered to issue birth, death, and attestation certificates across Nigeria. Mrs. Blessyn Brume-Ataguba, NPC Federal Commissioner for Delta State, made this clarification during a media briefing in Asaba on Wednesday.
Brume-Ataguba emphasised that no other institution, including hospitals, has the legal authority to issue these vital documents. “Many Nigerians are unaware that only the NPC can provide authentic birth, death, or name-change certificates required for official purposes, including international travel,” she stated.
The commissioner explained that attestation certificates are currently issued to individuals aged 17 and above, though she noted that the age requirement may be reviewed based on emerging needs.
She warned the public against obtaining certificates from unauthorised sources, stressing that NPC officials only operate from designated registration centres.
“All our staff carry valid NPC identification, and we have offices in all 25 local government headquarters in Delta State,” Brume-Ataguba said. She advised residents to visit the commission’s state office in Asaba for genuine certificates to avoid wasting time and money on fraudulent documents.
The clarification comes as part of NPC’s efforts to streamline vital registration processes and ensure Nigerians access only legally recognised certificates from approved government channels.
