President Bola Tinubu has officially presented a ₦1.481 trillion budget proposal for Rivers State for the 2025 fiscal year to the National Assembly.
This submission follows the recent Supreme Court ruling that nullified the previously approved state budget and the declaration of emergency rule in the state.
In a letter addressed to lawmakers, President Tinubu called on the National Assembly to act swiftly in considering and approving the budget. He noted that Rivers State has lacked an active legislature since March 18, 2025, when emergency rule was declared.
This action led to the suspension of Governor Siminalayi Fubara, his deputy Ngozi Odu, and all members of the Rivers State House of Assembly. In the absence of elected officials, Vice Admiral Ibokette Ibas (Rtd) was appointed as the Sole Administrator to oversee governance in the state.
The proposed budget outlines key allocations for various sectors. Infrastructure development is set to receive ₦324 billion, covering both ongoing and new projects.
The health sector has been allocated ₦166 billion, including ₦5 billion specifically for the procurement of essential drugs and malaria treatment.
The education sector is expected to receive ₦75.6 billion, while ₦31.4 billion has been earmarked for agriculture. The agricultural budget is projected to create around 6,000 jobs and support food security initiatives.
President Tinubu urged the National Assembly to exercise its constitutional responsibility to approve the budget on behalf of the suspended state legislature.
He stressed the importance of ensuring continued service delivery and economic stability in Rivers State, emphasising that the timely approval of the budget would provide necessary support during this period of administrative transition.
